Odisha Chief Minister Naveen Patnaik released financial assistance of Rs 869 crore under the KALIA Yojana to farmers on the occasion of Nuakhai. Under this scheme, the whole amount of Rs 869 crore has been expanded to the landless farmers of the state. Rs 2,000 has been credited to each beneficiary farmer’s bank account. Under the KALIA Yojana (Krushak Assistance for Livelihood and Income Augmentation) Chief Minister of Odisha allotted financial assistance to 41.85 lakh landless farmers. Last May on the occasion of Akshay Tritiya, the CM provided KALIA financial assistance to landless farmers with more than Rs 800 crore.

Odisha Kalia Yojana Details
The Odisha government’s KALIA Yojana (Krushak Assistance for Livelihood and Income Augmentation). KALIA Scheme was introduced by the Odisha government for farmers, cultivators, croppers, and landless agriculture labourers. The government will provide the following advantages to the scheme’s beneficiaries under this scheme:
- The first and most important benefit of this scheme is that the government will provide financial assistance to small and marginal farmers by providing Rs.25000 per family over five seasons to help them purchase inputs such as seeds, fertilisers, and pesticides, as well as use assistance for labour and other investments.
- The government would provide Rs. 12500/- to every landless Agricultural Household for agricultural allied enterprises such as small goat rearing units, mini-layer units, duckery units, fisheries kits for fishermen, mushroom cultivation and bee-keeping, and so on.
- Vulnerable cultivators and landless agricultural labourers would receive Rs.10000 per household each year to help them survive.
- Saving bank account holders who are above 18 and under 50 years old will also be granted a life insurance cover of Rs.2 lakh at a nominal fee of Rs.330/- (Rs.165 would be paid by the government of Odisha).
- Personal accident cover of Rs.2 lakh for saving bank account holders aged 18 to 50 years at a nominal charge of Rs.12/- (Rs.6 would be paid by the government of Odisha).
- Farmers will also be given a Crop Loan of Rs.50000/- at a 0% interest rate.
Investment in KALIA Yojana
The Odisha government has spent Rs 6690.86 crores so far in the financial years 2018-19, 2019-20, and 2020-21 to implement this scheme. Agriculture and Farmers Empowerment Minister Arun Sahoo shared this information before the Odisha assembly. In the last three years, 104.60 lakh small, marginal, and landless farming families have benefited from this financial aid. During the 2018-19 and 2019-20 fiscal years, 51.05 lakh small, marginal, and landless agriculture families benefited.
The government spent Rs 2175.66 crores in 2018-19 and Rs 3243.01 crores in 2019-20 on this scheme. This scheme will benefit 53.55 lakh small, marginal, and landless agricultural families in 2020-21, and the government will spend Rs 1272.19 crores on it.
Objective of Kalia Yojana List

Ineligibility Condition

Odisha KALIA Yojana Top Five Advantages
Assistants Of Cultivation
Financial help of Rs 25,000/- every farm family would be provided to purchase seeds, fertilisers, and insecticides, and pay labour or other investments. From the Rabi season 2018-19 onwards, this financing scheme will be implemented. Small and marginal farmers will receive financial help for five seasons.
Assistance For Livelihood
Financial help of Rs 12,500/- would be offered to each agricultural household that is landless for agricultural-linked activities such as goat rearing units, microlayer units, fishing kits for fishermen, mushroom growing, bee-keeping, duckery units, and so on. This strategy will benefit the state’s SC and ST populations in particular.
Vulnerable Agricultural Household
Vulnerable cultivators / landless agricultural labourers who are in their old age, have disabilities/diseases, etc. shall be given financial help of Rs 10,000/- per family so that they can take care of their sustenance.
Cultivators and Landless Agricultural Labourers can get Life Insurance
Savings account holders between the ages of 18 and 50 would receive a life insurance cover of Rs 2,00,000/- for a minimum payment of Rs 330/-, of which the government of Odisha will pay Rs 165/-.
Personal accident cover of Rs 2,00,000/- would be provided to savings account holders aged 18 to 50 years at a yearly premium of Rs 12/-, of which Rs 6/- will be paid by the Government of Odisha. If the beneficiary is between the ages of 51 and 70, the government of Odisha would cover the entire price of Rs 12/-.
Crop Loan with No Interest
A crop loan of up to Rs 50,000 will be made available to vulnerable landless labourers, cultivators, sharecroppers, and agricultural families designated by the gramme Panchayat at 0% interest. This endeavour was taken in order to help agriculture expand and grow.
Kalia Yojana Ineligible Beneficiaries Identified
