Provident Fund
- All Eligible employees must deposit Rs 25 per month to their provident fund.
- In addition, the state government would provide a matching grant of Rs 30 against the worker’s contributions.
- The state government will also cover the interest, which is payable annually at the rate that the government allows on general provident fund deposits from time to time.
- The complete cumulative sum, plus interest, will be refunded to the workers or their nominees whenever the recipient reaches 60 years of age or ceases to be a subscriber under the plan, or if the account becomes inoperative due to death.
- If a subscriber does not contribute for three consecutive financial years, his or her account will be closed.
- On the application of the subscribers, the assistant Labour commissioner can revive the account, specifying the cause for the nonpayment.
- Arrear contributions will not be accepted.
- Health and well-being of the family
Beneficiaries
- Under the West Bengal Health Scheme, beneficiaries or family members who require hospitalization or outside treatment would receive Rs 20000 each year for alignment. The benefits will be provided for the following: –
- Cost for clinical test- full.
- Cost of medicine- full.
- Cost of hospitalization- full.
- Payment of Rs 1000 for the first five days of unemployment to the beneficiaries, plus an extra Rs 100 each day for the following days, up to a maximum of Rs 10000.
- The beneficiary’s and family members’ claims will be accepted more than once every year.
- However, overall support is limited to Rs 20,000 per year.
- The beneficiary or a family member may be eligible for financial help up to Rs 60000 per year for any type of operation. This help will be provided for the following purposes: –
- Cost of clinical test-full
- Cost of medicine-full
- Cost of hospitalization-full
- Payment of Rs 1000 for the first five days of unemployment to the beneficiaries, plus an extra Rs 100 each day for the following days, up to a maximum of Rs 10000.
- The beneficiary and his or her family members are allowed to file multiple claims each year.
- In the case of surgery, financial help will be limited to Rs 60000 per year.
- If a beneficiary is hospitalized for five or more days as a result of an accident, the beneficiary will be compensated for lost wages at a rate of Rs 1000 for the first five days and an extra hundred each day for the following days, up to a maximum of Rs 10,000. This claim will be admissible to the benefit recipient.
Disability and Death
- If the recipient dies as a result of an accident, the nominee will receive Rs 200000.
- If the beneficiary dies of natural causes, the nominee will receive Rs 50000.
- If the beneficiary suffers a 40% or greater disability, the beneficiary would receive Rs 50000.
- In the event of total and irreversible loss of both eyes, hands, or feet, or loss of sight in one eye, or loss of use of a hand or foot, Rs 200000 will be granted.
- In the event of total and irreversible loss of sight in one eye or loss of use of one hand or foot, Rs 100000 will be granted.
Education
- Children of beneficiaries will receive educational assistance in the following categories:
- Reading in class 11th- Rs 4000 p.a
- Reading in class 12th- Rs 5000 p.a
- Under training ITI- Rs 6000 p.a
- Reading in undergraduate- Rs 6000 p.a
- Reading in postgraduate- Rs 10000 p.a
- Reading at polytechnic- Rs 10000 p.a
- Mechanical/engineering- Rs 30000 p.a
- If the daughter completes undergraduate education or similar skill development programs, she will be eligible for Rs 25000 in financial support under this scheme. Only two daughters will receive this financial support. Only if the daughter remains unmarried until she completes her studies will she be eligible for financial help.
Safety and Skill Development Training
- The Paschim Banga Society for Skill Development will give workers with safety and skill development training.
- The training will adhere to the state’s finalized cost and other common criteria for skill development interventions.
- The money for this training will come from the construction worker cess for the skill development of construction workers and their families, the state budget of the Labour Department for the skill development of workers, and the transportation cess for the skill development of transport workers and their families, in notified and organized industries and self-employed occupations, as well as their families.
- The relevant authorities of the Labor Department will also make a suitable grant-in-aid/fund available.
Account and Audit Maintenance
- The State Government will cover all costs associated with the scheme’s administration, including the cost of numerous forms, stationery, and bank service fees, among other things.
- All grants received under the scheme from the state government, the central government, or the beneficiaries would be put into the fund.
- The board must keep a separate account for the scheme’s purposes and have the accounts audited by an auditor.
- The state government is expected to receive an annual report on the scheme’s performance, as well as an audited report of the account.
- The board’s CEO must provide the state government with an annual budget for the financial year in which the plan is to be implemented at least four months before the fiscal year begins.
BMSSY Card
- Existing Samajik Mukti cards, registration numbers, and passbooks issued to unorganized workers would be considered legitimate for this plan.
- New employees will be given SMC cards to take advantage of this initiative.
- Existing unorganized workers who are registered under various schemes but have not received these cards will also be issued SMCs.
- Unorganized workers can utilize these SMCs in any regional labor office in a district or sub-division, as well as at all labor welfare facilitation centers in blocks and towns.
