In today’s article, we’ll tell you all about the new initiative that the Chief Minister of Andhra Pradesh has announced. For the year 2024, the scheme will be known as the AP YSR Jala Kala Scheme. In this article, we will discuss the scheme’s benefits, objectives, and operation, as well as the scheme’s implementation technique. We’ve also included the step-by-step application process that the relevant authorities have specified.

AP YSR Jala Kala Scheme 2024

On September 28, 2020, the Chief Minister of Andhra Pradesh State will launch the YSR Jala Kala Scheme. The program will be beneficial since it will supply free borewells to all ranches in the state of Andhra Pradesh. Many farmers rely heavily on natural water resources for field irrigation, but because of high drought statistics, they are unable to use natural groundwater resources for irrigation. Borewells will be provided free of charge to all farmers so that they can maintain their activities and improve their income as a result of the enormous crop.

AP YSR Jala Kala Scheme Objectives

CM met ranchers throughout the 3,648-kilometer padayatra. Due to a lack of water sources, ranchers’ fields were dry. They explained how penetrating borewells had forced them into debt. After witnessing their distress, Jagan promised to provide borewells to ranchers with highland fields. He remembered the equivalent of the YSRC’s nine election guarantees. Ranchers who meet the qualifications can apply online or through municipal secretariats. Following hydrogeological and geophysical studies, the applications will be evaluated. The specialized group will survey the groundwater level and provide the boring contractual worker freedom once the application is recorded.

YSR Jala Kala Scheme Benefits

YSR Jala Kala, estimated to cost Rs 2,340 crore over four years, will benefit around three lakh ranchers. The government plans to drill roughly two lakh boreholes to provide groundwater water systems to highland ranchers and those living in dry areas, based on the accessibility and depth of the water table. The plan can be applied by a rancher or a group of ranchers that own 2.5 to 5 sections of land. Ranchers will also receive instant information on the status of their applications at each stage to their enrolled cell phone numbers. The scheme will assist approximately 3 lakh farmers. The scheme’s irrigation water would irrigate 5 lakh acres of land and dig 2 lakh borewells for free.

AP YSR Jala Kala Scheme Features

  • Under the AP YSR Jala Kala project, the state government would drill free borewells for all qualifying farmers in the state’s 13 districts, addressing the issue of irrigation.
  • Farmers can apply for a bore well either online or in person.
  • The village secretariat and VRO will verify the applications before forwarding them to the appropriate APD / MPDO.
  • Following that, a drilling contractor will be assigned, who will then undertake a groundwater survey. A trained geologist will conduct the groundwater survey. Following that, a report will be made to the appropriate AP/MPDO.
  • The PD will obtain administrative approval from the district collector/JC.
  • Priority would be given to small and marginal farmers, as well as SC/ST/women farmers, under the AP YSR Jala Kala Scheme.
  • Farmers with an existing bore well and 2.5 acres of contaminated land are able to apply under this plan.
  • Farmers who do not have 2.5 acres of contaminated land can organize a cooperative and apply for a bore well under the AP YSR Jala Kala plan.
  • A groundwater survey will be undertaken at the borewell location prior to drilling.
  • The applicant will receive all information regarding the borewell sanction via SMS.
  • Following the completion of borewell drilling, the authorities will take a digital snapshot of the recipient with a geotag.
  • The depth of the borewell drilled and the depth of the casing will be measured by equipment under the AP YSR Jala Kala Scheme.
  • Payment to drilling contractors will be made based on the district’s predetermined success percentage.
  • The district collector will guide and direct stakeholders in the implementation of the AP YSR Jala Kala scheme.
  • A program management unit will be established to ensure proper monitoring and implementation of this scheme.

Implementation Procedure

  • Before beginning the penetrating, leading groundwater overviews will be used to deduce borewell locations.
  • The project is open to ranchers who do not have a borewell and have a coterminous location with 2.5 portions of the property.
  • Priority will be given to minority ranchers.
  • Beneficiaries have the option of applying online or in person.
  • Groundwater review will be led by boring contracted workers, who will be assisted by expert geologists.
  • To begin work, the PD will need to obtain administrative consent from the district collector.
  • After the borewell plan is completed, the authority will take an advanced photo with a geo-label of the receiver in the presence of a penetrating temporary worker.
  • The measurements for the borewell’s depth will go through the appropriate authorities.
  • These were all applications from members of the same family. The spacing between the two borewells must be at least 200 meters under the AP YSR Jala Kala scheme. The authorities of the rural development department have issued a report to the government in order to remedy this problem. The department has recommended that the government alter the scheme’s eligibility rules in this report.
  • The eligibility conditions for the AP YSR Jala Kala scheme have been changed by the government. If a member of the family has already received a benefit under this scheme, other members of the family will be ineligible to apply. The following are the government’s revised eligibility rules:
  • All government employees, including retired employees, are ineligible to qualify for the AP YSR Jala Kala scheme.
  • Farmers must have at least two and a half acres of land to be eligible for the APYSR Jala Kala scheme. If they do not have enough land, they might apply as a group with other farmers in the area.
  • If the authorities determine that a borewell is insufficient, a second borewell will be drilled.
  • At the productive borewell site, work on an energizing pit/water harvesting structure will begin.
  • The contractors will be paid by the government.
  • District collectors will also assist stakeholders with the scheme’s implementation.
  • Finally, through this plan, benefits will be provided to the beneficiaries.

YSR Jala Kala Scheme Working

The drag wells would be discovered anywhere where there are subsurface water assets. The experts would conduct a hydrogeological and topographical survey in the fields to identify the areas where borewells should be drilled. After the cycle is completed, permission to drill bore wells should be granted. This AP YSR Jalakala Plan will ensure an adequate supply of water for the water system while also assisting ranchers in increasing their pay. Every borewell discovered as part of the AP YSR Jala Kala Plan 2021 will be geo-labeled. Borewells would be dug deductively in order to protect the environment. The logical steps would ensure that subsurface water assets are protected.
